Not only that, but I don't think he'd feel Sirius has the right to free him.
He only seems to follow Sirius' orders when it's convenient to him,
otherwise he doesn't consider him one of the Blacks. Mrs. Black removed
Sirius' name from that tapestry, right? I think Kreacher has argued to
himself that such an action removes him from having to obey Sirius, because
he isn't one of the family.
He obeys his 'Get out!' order because he ~wanted~ to, not because he
absolutely had to. There are many other times he completely disobeyed
Sirius, and he muttered when Harry was around that Sirius wasn't really a
real 'Black'. Therefor if Sirius tried to free him it 'wouldn't count',
because the one whose orders he still obeyed was Mrs. Black's portrait.
