But they can expel students, for a great variety of reasons, it 
seems.  The threat of expulsion seems to be very much on the 
students' minds, especially Hermione's.  If a student is expelled 
from the ONLY wizarding school in England, isn't that tantamount to 
a right to deny an education to children?  What happens to kids who 
are expelled? I guess Hagrid is an example - there doesn't seem to 
be any safety net for people who don't comply with the conditions at 
Hogwarts.
