No. I think the Potters were safe from discovery by Voldemort even if
he *could* see into Peter's mind. The only way for the charm to be
broken was by deliberate betrayal of the secret.

I agree that Voldemort couldn't know the Potters' location just by
Legimencing Pettigrew, but I don't think they were safe either. Being a
Legimence would allow Voldemort to know that Pettigrew was keeping a secret
from him, maybe even what kind of secret, and from what we've seen so far,
it wouldn't be too hard for him to "persuade" Pettigrew to share it.
