Hey, I would just like to say that I don't think that Neville is 
under any reduced-powers charm, because in the fifth book, he tries 
really hard in the DA, and is second best to Hermione in succesfully 
completing a lot of the charms...also his skill at Herbology, but 
that could have nothing to do with magical skill anyway so...
