What bothers me about this statement and the first thing I thought of
when I read it was: What about Ginny?  She's not made prefect yet.

  Mrs. Weasley not considering Ginny can easily be explained away by 
assuming a missing "so far" on the end of Molly's last 
sentence:  "That's everyone in the family [so far]!"  Or, in other 
words, that's all the members of the family who have reached 5th 
year at Hogwarts (and were thus, at one time or another, actually 
eligible for the role of prefect).

  This does not, of course, explain or excuse her obvious oversight 
regarding the twins. :-)
