Yes, it has been stated that Harry's only living relatives were the 
Dursleys  but if JKR was going to put a surprise relative in the books 
she wouldn't announce it ahead of time.  She wouldn't say "The Dursleys 
are Harry's only living relatives (besides the new surprise relative I 
will bring into the story in a later book)."  It is quite possible that 
Mark Evans is a long lost relative that no one knew about.  As a writer, 
JKR is not going to let all the secrets out at once.  So IMHO I do not 
believe it matters that we have been told the Dursleys are Harry's only relatives.
