Neville is a pure-blood, so he couldn't be a *half* blood prince. I 
don't really think the propechy comes into play here, although it 
might. 
Here's a question, do you think the prince is metaphorical or an 
*actual* prince? I can't remember any references to wizarding 
royalty, and I can't imagine them caring much about muggle-royalty.  
::sighs:: I sort of wish JKR hadn't told us that the prince isn't 
Harry, then I could have happily assumed it was and gone on thinking 
that until I had the real answer in my hands.
