Marianne:

Not necessarily.  In JKR's comments on her site about one of her 
award-winning fan sites (whose name escapes me at the moment) she 
quite clearly states that Sirius Black's eyes "are grey."  Very much 
a present tense, even though we all know about that pesky veil.  

Perhaps the reference to Arthur means that one or more of the 
brothers has died, or it may be simply a bit of sloppy language.
