In OotP, Harry notes McGonagall showing up at the order's 
headquarter "looking very odd in a Muggle dress and coat, though she 
also seemed too busy to linger" (American edition, p 118). Her 
presence at the HQ implies she's part of the order, although there 
might be some wiggle room there for theories.
