Only going to weigh in on one question at the moment...

No, I don't think it was a coincidence at all.  I think it is pretty
strong evidence against the Umbridge-as-Voldemort-supporter theories.
 Voldemort certainly appreciates all the work Fudge and his team
(including Umbridge) have done to deflect attention away from his
return.  However, I think he probably still hates them with a passion.
 First, of course, there's the fact that Umbridge is very law and
order oriented, and therefore Voldemort-coup.  Also, it must be
torture for a power-obsessed wizard like Voldemort to watch such an
obviously incompetent person enjoy any authority at all.  Therefore, I
think the pain Harry felt when Umbridge touched him was a reflection
of Voldemort's intense dislike of the woman.
