As McGonagall put it: "I'm not saying his heart isn't in the right place, but you can't pretend he is not careless."
In his defence can be said that he probably didn't know the nature of Dursley-Harry bond and there was no DE danger at the moment, after 10 years lull. Possibly he wouldn't do it after first Harry's year in the school
