Apparating at the Ministry

*Do* we know that one cannot apparate or disapparate
inside the Ministry?  

Tyler:
I don't think the same is true w/ the MoM.  After all,
after DD VS. LV,  doesn't Dawlish (sp?) tell Fudge
that he saw LV disapparate out of the ministry with
Bellatrix?
