Sturgis Podmore.  The Daily Prophet reports that he was arrested 
for "Trespass at the Ministry" for trying to force through a locked 
door.  While, IIRC, this isn't stated anywhere in OoP, the suspicion 
is that Lucius Malfoy put him under the Imperius Curse to try to get 
him to retrieve the prophecy.
