"Dementors are among the foulest creatures that walk this earth.  
They infest the darkest, filthiest places, they glory in decay and

This is how Lupin describes Dementors.  Given the fact that we now 
know he is a half blood, I would think we can take his word for it.

Sue, who is not trying to be a pain, just doesn't want Dudley to 
*ever* be able to challenge/hurt/hex Harry again.
