IIRC (I do not have my book with me) Voldemort wanted to prove there 
was nothing special about Harry.  He even take the time to "play" 
with him, just to make his point.  It is not until Harry throws off 
the Imperius Curse that Voldemort realizes he better get to it and 
starts Crucioing him.  

Voldemort, like many egomaniacal villains, never gives a second 
thought to the idea that there really may be something "special" 
about Harry until he has humiliated himself and Harry has gotten away.

I think Austin Powers could make a great DADA professor, book six 
perhaps?
