LizVega with a short reply:

The person who is supposed to be able to do magic later in life is 
only supposed to be able to do it under desperate circumstances, 
according to Jo. If Dudley is this person, I doubt those 
circumstances would include hexing Harry. 

And, I wonder if this person will be using a wand? or if it will be 
unfocused magic? 

<Hoping this is who you're describing, trying to decipher if Dudley 
could be the one to do magic later in life> If not, sorry. :)
