Consider: what if Fudge was a good, but misguided person?  Voldy might expect him to grap and jail harry, but he might also believe harry, at least to the extent of placing him somewhere Voldy could not get at him.  Further, think how vital it is for NO ONE to know about the propacy; if everyone knows that its Harry or Voldemort, they'll go for Harry.
