Why Petunia Agreed to keep Harry

I think the reason why Petunia let Harry stay, is simple blackmail 
from Dumbledore. I am not entirely sure how Dumbldore could 
blackmail Petunia in letter without Vernon realising it, but  I am 
very sure that if Petunia or Dudley have magical talent, Petunia 
would have zero interest in Vernon knowing about it.

I think, if Petunia would have known for sure that Harry would 
inherit his parents' magical talents and end up in the WW as its 
saviour, she wouldn't have been so surprised when the 
Hogwarts Letter finally came.
