way as he treats Harry...:

telephone calls and shouted a bit more. He was in a very good mood 
until lunch-time..." (PS p. 9 UK Ed.)

So it seems that Vernon's bullying is not reserved just for Harry. 
It's part of his personality. He even goes about it when he's in a 
good mood :-(
