That doesn't convince me I'm afraid. 2 solutions to that problem 
come to my mind right away :

1. He could have come during the day dressed as a Muggle. I can't 
imagine that he wouldn't know how to dress like one. And if he 
really didn't know, he could have asked Arabella for help, or any of 
the many Muggle-borns wizards he knows.

2. He could have Apparated right in the middle of their living-room. 
They would have screamed, but then Petunia did anyway.
