You're missing options: 

c)  Dudley (or Petunia) manifests magic, causing the Order to have to
remove both of them from the house for their own protection.

d)  Someone realized that Dudley or Petunia have hidden magic, and
attacks one of them in some way.

Or 

e)  Something happens to Hermione, Luna, Neville, or one of the Weasleys
and Harry (possibly with others) has to leave and deal with it.
