I agree with Ginny proving to be powerful.  I can honestly say though I've
never had the thought that she is their adopted daughter.    Mrs. Weasley happens to be quite a skilled witch.  I think she takes the job of Mother and Wife very seriously and when we think of her, that's what we think of first, not her being a skilled witch.   I can very easily see Ginny having gotten her powers from her Mother.   (Not to say Arthur isn't skilled but you know, he's Arthur... LOL)
