I don't quite see how it can be consistent with Sirius's personality 
to pass as Tonks and let Tonks pass as him in a potentially very 
dangerous undertaking; letting her play the high-risk part. I could 
see the point of doing it if Tonks (impersonating Sirius) stayed at 
Grimmauld place and Sirius masked as Tonks went to the MoM. But they 
both came along...

Statistically Sirius is more likely to get injured or killed since 
he's already a fugitive and a wanted man. Can you really see 
him "hiding" as Tonks and letting her take the blows meant for him? 
It would be very uncharactersitic of a man who never seems to shy 
away from danger and who claims to be willing to die for his friends. 
Switching the secret keeper job with Pettigrew is a different matter: 
Sirius thought he wouldn't be in any immediate danger since no one 
would believe he was the secret keeper anyway. Sirius was the one who 
was going to be the bait and take the blow, not Pettigrew. So how 
could he possibly put his niece in such a position? One might say a 
lot about Sirius's mental state in OotP, but I can't believe he ever 
wavered in his bravery, fierce loyalty and strong desire to always be 
in the frontline in any battle...

The similarities in speech/line of thought between Sirius and Tonks 
can also be explained by the simple fact that they are related and 
quite close family. They're made of the same "stuff" so to speak :-)
