Killing Muggles wouldn't be in opposition to this theory (which I'm not sure if I support, but wich makes some sense and has solid cultural background). Muggles, having no magical power, wouldn't "taint" the Wizard with their power. Their "remains" in te wand woudln't be anything more than pleasure trinket, holliday souvenir of entertaining murder raid.
