That would have been funny, but I'm sure they just apparated into the
atrium. I'll even go so far as to assert that Lucius Malfoy *always*
apparated into the atrium on the occaisions when he was visiting
Fudge, because he'd *never* lower himself to use the visitors'
entrance. Anyway, we know all the DEs can apparate, because that's
what they have to do when their Dark Marks burn.

You probably never thought of it before because in the back of your
mind you remembered that Harry threw off Voldemort's Imperius curse in
the graveyard, so the DEs would know they couldn't use it on him, at
least.
As for why they didn't try violence on the other kids earlier than
they did, perhaps they were under orders to try persuasion and
intimidation first, and use threats and actual violence only as less
drastic measures failed, for fear of inciting an orb-smashing incident
(which in fact did happen during the course of a violent fight).
