I don't think that Sirius could appear in this form.  IIRC, Sirius 
is standing on the Platform which holds the archway and the veil.  
Bellatrix hits Sirius with a spell described as "a jolt of red 
light" - so probably not Avada Kedavra, more likely Stupefy or 
Crucio.  Sirius is hit by the spell directly in the chest; the force 
of the spell causes him to lose his balance and he falls into the 
archway, beyond the veil.  He was not killed as a direct result of 
the spell, but by a loss of balanced caused by the effects of the 
spell.  (I don't have my copy of OotP handy, so please feel free to 
correct me if I am indeed mistaken.)

Technically Bellatrix's spell did not kill Sirius, so if Priori 
Incantatem was performed on her wand, Sirius' shadow wouldn't 
appear - only the ghost of the spell itself.

I think that Sirius may return in the form of a portrait(s), perhaps 
a pair that Sirius and/or Dumbledore commissioned so they could have 
one hanging in Grimmauld Place and one for Harry to keep at the 
Dursley's during summer vacations.  Just a guess, though.
