Carol:
Dumbledore found out that Sirius was an animagus just after HRH did,
at the end of PoA. Voldemort presumably found out after Peter found
him in Albania. He tells the Death Eaters in the graveyard about
"Wormtail's" ability to transfigure himself into a rat. Presumably he
told at least some of them (Malfoy and Bellatrix) about Sirius's
ability to turn into a dog soon afterwards. We know from Snape's
remarks to Sirius that Malfoy saw him in dog form on Platform 9 3/4
and knew who he was, and Lucius appears to have informed Draco, who
makes a nasty remark on the Hogwarts Express about Harry's footsteps
being "dogged." I'm guessing that all of the DEs, both those who
escaped from Azkaban with Bellatrix and those who were already free
like Malfoy knew about it, which is why Sirius was trapped in the
house for so long. ("My big disguise is useless." Okay, I'll stop
using that quote!)
