Hagrid's blunder or can any student by head boy/girl

Carol:
James was Head Boy, but we learn in OoP (from Sirius and Lupin) that
he was not a prefect. That honor went to the "good boy," Lupin, who
was not in detention all the time like James and Sirius. However,
James's high marks, the best in the school, apparently earned him the
honor of being appointed Head Boy without ever having been made a
prefect. 

Also, I'm fairly sure that Lily was in the same year as the others.
She appears to have been with a group of girls who left the OWL exam
at the same time as Severus and MWPP and sat down by the lake. Harry
didn't see her earlier because he was inside Snape's memory and could
only see what was relatively near him. Sorry I can't find page numbers
right now, but these topics have been previously discussed and you can
find them with our search engine if you're interested (and don't mind
spending a bit of time fussing with the darn thing).
