Appears to be very likely he had some potion making help here.

I would not be surprised at all--it's probably what ate up most of Snape's
DE time (along with getting himself insinuated in meetings where he could
learn important things to take back to Dumbly).  Although folks may argue
that it doesn't take a lot of 'magic power' to brew various potions, I don't
think many can argue that it takes a lot of time--more so with potions that
are complicated and may involve directions such as 'Poor Unicorns water over
the bazoar in the silver bowl as the full moon hits zeneath'. (Not
directions for a 'real' Rowling spell, but you get the idea I'm sure). If
Voldy had a choice between letting Snape hover over his 'Immortality Potion'
to make sure it's...er...right, and letting Snape go out with his other DE
buddies to bait Muggles...I suspect the Dark Lord would want that potion
first.

Any DE can bait/kill something...but whether because of ccomplexity, level
of magic and skill, or all those factors, Voldy only had one Potions Master
to rely on...why waste him in a possible scenario that will get Snape killed
and/or captured before the potion is complete?
