The voices in Harry's head may very well turn out to be just his 
inner thoughts. Then again, have you noticed how often JKR warns us 
about hearing voices?:

"'No,' said Ron, without hesitation. 'Hearing voices no one else can
hear isn't a good sign, even in the wizarding world.'" - CoS

"Uncle Vernon and Aunt Petunia exchanged looks of utter horror. If 
their least favourite thing in the world was magic – closely followed 
by neighbours who cheated more than they did on the hosepipe ban – 
people who heard voices were definitely in the bottom ten." - OotP

"'First sign of madness, talking to your own head,' said a sly voice 
from the empty picture on the wall." - OotP

And interestingly the number of instances in which Harry hears a 
voice inside his head seems to be increasing in OotP. Perhaps the 
voices in Harry's head aren't as innocent as they appear to be.
