Julie here:
I know this was discussed in earlier posts, and while agree with 
Carol that the twins could have used thei knowledge of the game, 
etc., I do not rule anything out with JKR.  I'm not saying that they 
used a time turner, I'm just asking *what* was significant about 
that scene?  Was it that they knew the outcome, thus leading us to 
ask, "How?"  Or, was it that Bagman did not pay up, thus introducing 
another element to his character?
