In the most recent interview, JKR said that muggle borns, like 
Hermione, get a visitor... I'm sure that's how they know.

HPFreak7: How are muggle parents convinced to let their kids go to 
Hogwarts, a strange place they never heard of before; and wouldn't 
they think it was a practical joke?
JK Rowling replies -> In the case of Muggle parents, special 
messengers are sent to explain everything to them. But don't forget 
that they will have noticed that there's something strange about 
their child for the previous ten years, so it won't come as a 
complete bolt from the blue.

I have also wondered about that... and the same applies for Harry 
when he makes the glass disappear at the zoo, though that could just 
be because he didn't purposely do it, but it's still strange. I 
would think that with all those muggles around... they would have 
had to do something.

I suppose the ministry doesn't keep tabs on eleven year olds, or 
that they because they don't t  their not  suppose to do magic... it 
wasn't until the end of ss/ps that Harry found out that can't... I 
guess they get of the hook easier, then say a thirteen year old who 
blows his aunt up.
