BUT...
If you are going to go by that, then Scabbers is also not allowed.  
He isn't an owl or cat or toad.  Why was he allowed?  Percy had him 
before Ron, and we KNOW Percy would not have hidden a pet for 3 or 4 
years that was against the rules!
