I'm not sure this is true.

Harry thought....What scared him most in the world?
His first thought was Lord Voldemort -- a Voldemort returned to
full strength. But before he had even begun to plan a
counterattack on a boggart-Voldemort, a horrible image came
floating to the surface of his mind.

Harry does have more than one fear in his mind, and it isn't the
first one that is the scariest. I think part of boggart-fighting
technique is to imagine the form that you expect the boggart to
take in your conscious mind before you approach it. At any rate,
Lupin instructs the class to do this, and we don't hear anyone
complaining that the boggart took a form they didn't expect.

I think that would explain what happened to poor Molly in OOP.
She must have dealt with boggarts many times in the past and
she thought she knew what form the boggart would take. She
neglected to bring a clear image of her fear to the surface of her
mind. Left to its own devices, the boggart pulled the images of
her dead children from her subconscious. I am sure that she
wouldn't have challenged the boggart if she *knew*
what she was going to see... how would you make the
dead bodies of your children funny? Eurrgh!
