If you read what Percy himself says in the article, there's nothing 
hostile to Dumbledore. In fact, he tells the world who is to 
blame for Fudge's decision "He is responding to concerns 
voiced by anxious parents, who feel the school may be moving in 
a direction they do not approve." No doubt Percy gave Lucius 
Malfoy's name as the anxious parent he had in mind, and the 
Prophet dutifully sought him out for a quote. Percy made sure 
that everyone in the WW found out that Fudge has fallen further 
under Malfoy's influence. They'll know what to think about that: I 
don't think the WW as a whole has changed their opinion of the 
Malfoys one bit since CoS.

I think this is more of Agent!Percy at work, subtly getting the word 
out.
