Is Neville getting better at Potions?

But wait! There's more! Didn't Snape say he only took the very best 
into the 6th & 7th year? Doesn't the above imply that HP (and maybe 
even Neville!) will do surprisingly (at least to Snape) well at the 
Potions OWL?

I cannot wait until book 6 to see who scored what.
