Good, at last I found a way to re-respond to this issue.  I've said 
that Snape is not a good teacher. That has to stand. But I think he 
is teaching them, the best way he can, for what is coming.  He works 
with intimidation and fear to motivate them, probably because that is 
what he knows how to do.  It may have been what motivated him. 
Carol, you have a good point, the WW doen't seem to mind his 
approach.  And it is a rather accepted one from the old days even in 
the RW. 

Remember the time Snape was going to use Neville's shriking potion on 
Trevor?  He hinted it might poison Trevor if Neville made a mistake?  
Hermione helped Neville.  I have always wondered just what Snape 
intended to teach Neville that Hermione messed up.
