Well if the WW school system is based on the English model then 3 or 
4 NEWTs would be the rule rather than the exception. Most students 
only take 3 or 4 A-Levels in the English school system. So 4 or 5 
NEWTs would seem like a reasonable number for most students to take 
to me.
