Exactly right. Hermione "snapped" in PoA because she was overworked, 
and very likely just discovering the joys of late-luteal phase 
dysphoric disorder (PMS) at the same time. Otherwise she would have 
drawn her wand *before* she went upside his head. In OoP, she decides 
fairly early on that something has to be done about Umbridge, but she 
doesn't *snap*, she seizes the opportunity when it presents itself.
