The Yule Ball is (according to McGonagal, IIRC) a traditional part 
of the Triwizard Tournament: dancing is led by the school champions 
and they are seated at a head table with the judges as guests of 
honor. The Yule Ball is not a part of the Hogwarts Christmas 
celebration. Hope this helps.
