There may well have been portraits there <In the Potters' house the night of LV's attack>. But assuming that the rebounded AK destroyed the house and any portraits in it, no portrait could have told Dumbledore that Harry was still alive.

How about a portrait telling Dumbledore that LV is at the Potters' house, and Dumbledore sending Hagrid over with an owl. As soon as Hagrid showed up, he sent Dumbledore a letter saying that only Harry suyrvived. He got his instructions to bring Harry to the Dursleys, and then Sirius showed up.
