We need to keep into account wizard photos are a bit odd too.  After 
all, the people in them can move around or leave. Remember in CoS when  
Dumbledore left his photo on the Frog  candy card.  And Harry may not 
have seen the complete photo because he got upset when he saw his 
parents and left.  Maybe if he had stayed he would have seen more 
people? Who knows?   Anyway, I wouldn't conclude  that the people that 
Harry sees in that photo are the only people who were in the first 
order either.
