The permanent problem with Slytherin House

Well, given that the houses are formed according to certain traits, 
and that most of us would have placed students differently than the 
hat did, what would happen to "Slytherin" students?  Would brave 
racists go to Gryffindor and loyal racists go to Hufflepuff and smart 
racists go to Ravenclaw...where would the ambitious ones go?  The 
racists would still be racists.  Is it a racial ideology that 
determines Slytherin?  

Or should there be a new fourth house with ambition but no pureblood 
baggage?

Of course, Jo isn't going to do this anyway.
