At that moment, Sirius doesn't have a wand; the Trio has yet to take 
out Snape, whose wand Sirius uses later to untransform Wormtail 
together with Lupin. If Lupin is more dangerous at that point, it's 
because he's armed and Sirius is not.

This doesn't necessarily mean Lupin is weaker than Sirius. But I 
don't think this passage can be used to prove he's stronger.
