Prefects taking points-an explanation?

Everyone always points to the discussion between Ernie Macmillan and
Draco about prefects taking points as a mistake on JKR's part. 
However, in my new US paperback edition, it's not a problem at all:

"You can't take points from fellow prefects, Malfoy."  

Was this always there, or is it a new addition to the story to clear
up the problem?
