Carol responds:
Occlumency allows him to protect his own thoughts (or rather memories
and emotions) from detection by others (notably Voldemort, which is
why I don't accept Neri's theory that Voldemort taught Snape
Occlumency). It wouldn't prevent him from receiving the summons when
Voldemort touched Pettigrew's Dark Mark. In fact, it's clear that both
he and Karkaroff felt the summons (Snape mentions how dark the mark
had been earlier--I'm guessing that it burned like fire). Karkaroff
fled in terror; Snape AFAWK *chose* to remain behind--one of those
remarkable instances of courage that for me override anything he does
as Potions Master.
Occlumency blocks his own thoughts; it wouldn't block an incoming
summons. Or that's how I read it.
