But that is not what the change makes it sound like.  Here are the 
new quotes, American PB pgs 625-626.

Hufflepuff," he drawled.

"You can't take points from fellow prefects, Malfoy," said Ernie at 
once.

"I know *prefects* can't dock points from each other," sneered 
Malfoy; Crabbe and Goyle sniggered.  "But members of the 
Inquisitorial Squad--"

See what I mean?  Before the change, it sounded as though the 
prefects couldn't take points from anyone, which clashed with Book 2 
evidence.  Now it sounds as though prefects have been able to take 
points from regular students all along; the only thing at issue is 
whether or not Malfoy can take points from fellow prefects.
