You mean like Shacklebolt and Tonks in OOP? Obviously they 
believed Sirius was innocent, but if they'd said so out loud, they'd 
have been sacked. And if Sirius had been caught they couldn't 
have saved him. Questioning him under veritaserum wouldn't 
have proved anything to the Ministry, because the Ministry 
believed Sirius was  out of his mind.
