OOO! Excellent question, and one that I have no answer
what-so-ever for! Ha!
Here's an attempt. I think it is something "in born"
or individual, or unique to the person or character.
Obviously, Harry and Voldie are not real people (they
are characters that are polar opposites for literary,
symbolic, and artistic reasons). I think it comes back
to Dumbledore' infamous "choices". Voldie and Harry
have so many of the same situations, and yet, they
react to them so very differently because of the
choices they makes. Of course, these choices are based
on some internal moral core, soul, spirit, character,
whatever-you-call-it. So I think it is a combination
of both that they were born with it and it developed
as they grew up. Nature and Nurture.
Of course, in the RW, people often react differently.
For instance, I had a horrible experience in a class
in high school (the teacher was oppressive and mean to
those who were not capable). While my friend quit the
class for her own sanity, I fought it out and tried to
change the teacher's opinion. People just react
differently to different situations and I think that
is governed by and governs who they are.
So, how both Harry and Voldie reacted to being
oppressed and neglected children was very different.
It was governed by their internal and external
atmospheres. Both their natures and nurtures.
Kelsey, who's still thinks of that teacher with fear.
