I thought Voldie's attack was a pre-emptive strike. He wasn't afraid of Harry as a one-year old baby, but what that baby could grow up to become i.e. the cause of his downfall. So attacking Harry while the latter is a baby makes perfect sense, since his nemesis would be at his most vulnerable then.
